Paving in a Railroad Town
Asphalt paving in China means rural lots and county culvert rules. The town began as China Grove, a railroad water stop among chinaberry trees on the Texas and New Orleans Railroad. A post office named China opened in 1893, and after a 1906 fire destroyed the depot, the railroad rebuilt nearby and kept the name. Residents voted to incorporate in 1971.
County process
Like Bevil Oaks and Nome, China sends driveway work requests to Jefferson County Road & Bridge Precinct 1. Owners notify their commissioner 24 hours before work, new culverts are 20 to 40 feet long, and the drainage foreman sizes the pipe. Entrances are expected to be asphalt-type pavement.
Rural lots
China is small, 1,260 residents in 2020 on about 1.3 square miles at about 43 feet of elevation, and many homes sit on larger lots with long drives or gravel. Converting gravel to asphalt, building pads and repairing older drives are common jobs.
Near US 90
Highway 90 runs past the edge of town, and SH 326 leads toward Henderson Middle School.
What we do
- Driveway paving and gravel conversions
- Shop and equipment pads
- Coordination with Precinct 1 on culverts and entrances
Railroad-era town, rural feel
China remains small and rural, with homes spread out along county roads. Many driveways cross an open ditch on a culvert, and the culvert is often the weak point. Before we pave, we check the culvert and coordinate any replacement through Precinct 1.
Converting gravel
Many China driveways are gravel. Converting them to asphalt removes dust and ruts. Reusing sound rock as base can lower the cost, and we show you how much we expect to reuse.
Low-maintenance driveways
Once paved, a rural driveway needs little: a seal coat every few years, crack sealing as needed and a clear culvert.
Common China projects
- Gravel-to-asphalt conversions on rural lots
- New driveways coordinated with Precinct 1
- Shop and equipment pads
- Seal coating and crack sealing
Near Nome and west Beaumont
We schedule China work alongside jobs in Nome and west Beaumont.
Timing
Dry stretches are best for rural paving, so trucks can reach the site without rutting lawns. We set dates once the culvert is in and the base is dry, and we let you know if rain moves the schedule.
Costs
National guides list new asphalt driveways at about $5 to $12 or more per square foot. The owner buys the culvert under the Precinct 1 guidelines, and relocation carries a $400 minimum county charge. Gravel conversions can cost less if rock is reusable.
Planning
We visit, measure, check drainage and the existing culvert, and walk you through the county work request. The culvert location must be staked, or the county installs it where it sits.
Maintenance
Keep the culvert clear, seal every few years and fill cracks promptly.
Scheduling
China is about 15 miles west of Beaumont. Most driveways take two to three days after the culvert is set.
Pads and outbuildings
Many China properties have shops and equipment. We build pads with a heavier base.

Yes, often reusing sound rock as base.
How much notice does the county need?
The guidelines ask owners to notify their commissioner 24 hours before driveway work.
Do you build equipment pads?
Yes, with a heavier base.
Do I need to stake the culvert?
Yes. The guidelines say an unmarked culvert is installed where it sits.
