Paving at Elevation Zero

Asphalt paving in Port Arthur starts with the fact that the city's official elevation is 0 feet. Port Arthur lies on the west side of Sabine Lake, and almost half of its roughly 144 square miles is water. A seawall protects the city and kept it from major flooding when Hurricane Ike came through in 2008, but rain is another story: during Harvey in 2017, 26 inches fell at the airport in a single day and the mayor estimated about 20,000 homes flooded.

What that means for asphalt

On ground this low, water has very few places to go, and a driveway that sits even slightly below the street or yard will hold it. Water that sits on or under asphalt softens the base and breaks the surface. The fixes are a thick, compacted stone base, careful grading toward the street or a ditch, and supported edges. After a flood, we check for soft areas under driveways that look fine on top.

Refinery city

Arthur Stilwell settled Port Arthur in 1895, it incorporated in 1898, and after Spindletop it became a refining center; by 1916 its refinery was one of the three largest in the country. Today Motiva's refinery, expanded to 600,000 barrels a day, is described as the second largest in the U.S. Plant traffic, contractors and trucking mean commercial lots here need heavy-duty sections and regular maintenance.

Older housing

Port Arthur peaked near 66,676 people in 1960 and counted 56,039 in 2020, so much of the housing is older, with driveways that have been patched through decades of storms. Those usually need rebuilding from the base up. Newer homes mostly need sealing and crack care.

Sabine Pass and Pleasure Island

The city also takes in Sabine Pass, annexed in 1978, and Pleasure Island, an 18.5-mile man-made island built by the Corps of Engineers from 1899 to 1908. Those areas are even more exposed to storms.

Permits

Port Arthur sets its own rules for work at the street, so we check its current requirements before scheduling approach or culvert work.

Planning a Port Arthur project

We start by checking heights: the street, the yard, the garage slab and the nearest ditch or inlet. On flat sea-level lots, a few inches decide where water goes. If the driveway sits lower than the street, we may raise it with extra base, or add a swale so street water does not run toward the house. The quote lists base depth, asphalt thickness and any drainage work separately.

Costs

National guides put new asphalt driveways at about $5 to $12 or more per square foot. Flood-damaged base, deep undercuts and drainage fixes add to that. Seal coating runs about $1 to $2 per square foot. Your written estimate is the price.

Maintenance after storms

After a big rain or a tropical storm, walk your driveway. New cracks, soft spots or edges that have dropped are signs water got underneath. Sealing those cracks quickly and patching soft areas before they spread costs far less than waiting.

Port Arthur Questions

Can a driveway at sea level drain?

Yes, with careful grading to the street or a ditch, a slightly raised profile where possible and a firm base.

My driveway flooded during Harvey and looks fine. Should I worry?

Possibly. Floodwater can soften the base under a sound-looking surface. We probe for soft areas.

Do you pave lots that serve refinery contractors?

Yes, with thicker sections for trucks and heavy equipment.

How often should Port Arthur asphalt be sealed?

Every few years, given the sun and salt air. Fill cracks first.

Do you work in Sabine Pass and on Pleasure Island?

Yes, both are part of Port Arthur and part of our area.

Can you raise my driveway above the street?

Sometimes, by adding base, as long as it still meets the garage cleanly and drains properly.

Do you work on Pleasure Island?

Yes. Homes and businesses there are part of Port Arthur and part of our service area.

Why does my driveway crack along the edges?

Edges without support crumble as the soil next to them gets wet and soft. We build a compacted shoulder and support the edge when we repave.
